Job Title: Human Resources (HR) Manager

Location: Raleigh-Durham, NC (Research Triangle Park area)

Department: Human Resources

Reports To: Vice President

FLSA Status: Exempt

Job Type: Full-Time

Position Summary:

CITEL Incorporated is seeking a dynamic and experienced Human Resources Manager to lead our HR Department at our new facility in the Raleigh–Durham area. As we expand operations in one of the fastest-growing innovation hubs in the country, the HR Manager will play a critical role in building a strong team, maintaining compliance, and shaping a performance-driven, people-first culture. This position offers the opportunity to help scale a high-tech, globally connected manufacturing business focused on surge protection for critical infrastructure and clean energy applications. In addition, the role will have regular connections with the Group HR Director based in Paris, France.

Key Responsibilities:

Talent Acquisition & Workforce Development

  • Recruit top talent across engineering, manufacturing, technical, and administrative roles in the RTP region.
  • Partner with local workforce programs, community colleges, and universities (e.g., Duke, UNC-Chapel Hill, NC State, Durham Tech) to build sustainable talent pipelines.
  • Oversee onboarding, orientation, and retention strategies for a growing employee base.

Compliance & HR Operations

  • Ensure all HR policies and procedures are compliant with North Carolina labor laws and federal regulations but also for our National Employees residing throughout the United States.
  • Maintain accurate employee records and implement scalable HR systems and documentation processes aligned with ISO 9001 and quality initiatives.
  • Prepare for state and federal reporting, audits, and annual certifications as needed.

Employee Relations & Organizational Culture

  • Serve as a trusted advisor to employees and management on HR matters including conflict resolution, workplace behavior, and performance coaching.
  • Support the company’s mission of innovation and quality through initiatives that build engagement, morale, and internal communication.

Performance Management & Compensation

  • Lead the performance review and feedback cycle; coach managers on goal setting and employee development.
  • Oversee payroll administration and benefit programs, ensuring competitive total rewards for the RTP market.
  • Benchmark compensation in coordination with the local cost of living and industry standards.

Training & Process Improvement

  • Develop and implement training plans for production, quality, safety, and leadership.
  • Partner with the quality and operations teams to implement ISO-compliant processes, safety procedures, and documentation.
  • Identify opportunities for process automation and efficiency in HR workflows.

Qualifications:

Required:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 5+ years of HR experience with at least 2 years in a leadership role.
  • Knowledge of federal and NC-specific employment law, OSHA, and EEO practices.
  • Proven track record in recruiting, employee relations, and performance management.
  • Excellent interpersonal and organizational communication skills.
  • Based in Raleigh-Durham (RTP), North Carolina / 30 mn drive max

Preferred:

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Experience in a sales, manufacturing or technical environment.
  • Familiarity with ISO 9001 and HRIS platforms (Paychex).
  • Experience in start-up or facility expansion projects.
  • Bilingual (English/Spanish or English/French) a plus.
