Position Overview

The State of South Carolina is seeking a highly skilled Project Manager Consultant to drive critical IT initiatives. The ideal candidate will lead projects through their entire lifecycle , ensuring on-time, secure, and compliant delivery while collaborating with cross-functional teams. This role requires strong leadership, excellent communication, and proven experience in information security, compliance, and risk management .

Required Skills & Qualifications

• Minimum 3 years of Project Management experience.
• At least 1 year in information security, compliance, or risk management .
• Strong ability to plan, organize, guide, and coordinate team assignments.
• Skilled in report preparation and executive-level presentations .
• Ability to prioritize and manage tasks under organizational goals and deadlines.
• Excellent planning and communication abilities.

Preferred Skills

• Project experience in the healthcare industry .
• Knowledge of security frameworks : HIPAA, MARS-E, ARC-AMPE, NIST, FERPA.
• Proficiency with Microsoft Office Suite and eGRC tools (e.g., RSA Archer).

Certifications (Preferred)

• PMP Certification .
• Security certifications such as CISSP, CISA, or CISM .

Key Responsibilities

• Define project scope, objectives, and deliverables for security and compliance initiatives.
• Develop and implement project management frameworks and documentation within the cybersecurity division.
• Partner with internal teams, external vendors, and IT staff to ensure successful execution.
• Track, monitor, and report progress, risks, and issues to stakeholders.
• Provide leadership through the System Development Lifecycle (SDLC) .
• Act as Subject Matter Expert (SME) for compliance and security-related processes.
• Support audits, assessments, and compliance evaluations (HIPAA, NIST, MARS-E, etc.).
• Deliver professional project updates and documentation using tools such as MS Office Suite, RSA Archer, Atlassian, Bizagi, and MS Project .
