Job Description

Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval, including award amount (up to $200,000) and eligibility period (one to five years), is determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.
  • The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current - full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Approved residencies include: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME); (2) Those approved by the American Osteopathic Association (AOA); (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States) deemed appropriate by the local Medical Staff Executive Committee.
  • Residents currently enrolled in ACGME/AOA accredited residency training programs and who meet other requirements are eligible to be appointed as Physician Resident Providers (PRPs).
  • PRPs must be fully licensed physicians and may only be appointed on an intermittent or fee-basis.
  • PRPs are not considered independent practitioners and will not be privileged; they have a scope of practice allowing them to perform certain duties under supervision.
  • Surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
  • Additional Requirement: Completed ACGME accredited residency in Family Medicine or Internal Medicine.
  • Preferred: Incumbent is a full-time employee, appointed on a career basis, with tenure expected to span several years.
  • Physical Requirements: Must be able to perform duties physically and mentally under normal and emergent conditions, including moderate lifting, reaching, use of fingers, walking, bending, rapid coordination, near vision, and hearing aid use. See VA Directive and Handbook 5019.

Duties

Primary Care Physicians perform a variety of tasks with creativity and latitude. They work within Primary Care Service at Salisbury VA Healthcare System, familiar with Family Practice concepts, tools, and technology. Each physician must hold an MD or DO from an approved college and have completed an ACGME-accredited residency in Family Medicine or Internal Medicine. Responsibilities include ensuring proper time management, resources, and meeting proficiency in administration, clinical practice, education, and research.

Administrative duties involve attending staff meetings, communicating with team and administrative staff, and facilitating quality care and access. Clinical management includes maintaining encounters, documentation, and clinic management. Physicians must remain privileged and practicing in their specialty, with privileges approved by the Professional Standards Board. They are expected to provide compassionate, appropriate, and effective patient care, demonstrate knowledge, clinical judgment, interpersonal skills, professionalism, and systems-based practice, and participate in teaching and research if involved. The physician reports to either the ACOS of Primary Care or the HCC Medical Director and is responsible for delivering effective primary care aligned with compliance standards.
